Ohio Horsemint is a small perennial plant with basal leaves that often remain green through the winter. It's a great plant for attracting pollinators. Honey bees and bumble bees are regular visitors. After blooming and the plant has started making seed, the pagoda-like seed structures could make an interesting addition to dried flower arrangements.
Uses: bees, butterflies, drought resistant, deer tolerant

It tolerates a range of conditions. From Steyermark's Flora of Missouri Volume 3:
"Mesic to dry upland forests, ledges and tops of bluffs, margins of glades, banks of streams, and occasionally bottomland forests; also railroads and roadsides."

A:
If you don't like the way it looks, then yes you can cut the stems. The plant will be fine either way.
